On the afternoon of March 4, 2020, at 2:00 PM, Kailong Hi-Tech Co., Ltd. convened its 5th Session 1st Employees' Representative Congress in the third-floor banquet hall. This congress was held in a combined format of the union representative congress and the employees' representative congress, with all attending union member representatives simultaneously holding the qualification of employees' representatives.

The meeting was chaired by Union Vice Chair Hu Benchao, who first introduced the presidium list to all employee representatives, including Ding Qiankun, Wu Yongxing, Hong Jia, Hu Benchao, Shan Yihai, Hua Ling, Wu Lingyi, Yang Xuehong, and Shao Xiang — 9 members in total. Management Center Director Ma Zhilin then provided a detailed explanation of the main purpose of this Employees' Representative Congress: to discuss and vote on revisions to three key regulations for 2020 — the Reward and Punishment Management Regulations, the Attendance Management System, and the Leave Management System. He carefully explained the principles and detailed provisions of each regulation, and noted that these revisions were developed based on the company's actual conditions — with prior thorough discussions with department and center heads and relevant personnel through appropriate channels to broadly collect feedback. Starting from the original systems, specific clauses were appropriately adjusted, certain provisions no longer applicable to the company's current development were deleted, and new clauses were added to address emerging issues.

Due to the COVID-19 epidemic and to prevent cross-infection, the originally planned in-person ballot voting was modified to an alternative voting format in compliance with pandemic prevention requirements. The revised regulations were all approved by a majority vote of the representatives.
