On October 16, 2021, the 9th Member Congress of the China Internal Combustion Engine Society (CICES) was grandly held in Shanghai. Through the elections at the 9th Member Congress and the 1st Meeting of the 9th Council, Zang Zhicheng, Chairman and General Manager of Kailong Hi-Tech Co., Ltd., was elected as an Executive Director of the 9th Council.

Lv Zhaoping, Member of the Party Group and Secretary of the Secretariat of the China Association for Science and Technology, attended the congress and delivered a speech. Jin Donghan, Academician of the Chinese Academy of Engineering, President of CICES, President of the International Council on Combustion Engines (CIMAC), and President of Tianjin University, also attended and spoke. Huang Zhen, Academician of the Chinese Academy of Engineering and Dean of the School of Smart Energy Innovation at Shanghai Jiao Tong University; Mao Ming, Academician of the Chinese Academy of Sciences and Researcher at the 201 Research Institute of China North Industries Group Corporation; and Shu Gequn, Party Secretary of the University of Science and Technology of China, jointly presided over the meeting as executive chairs. The more than 240 delegates in attendance were experts, scholars, and engineering and technical personnel in internal combustion engines from universities and institutions across the country.

All member delegates deliberated and approved the Work Report of the 8th Council, the Report on Nomination of Candidates for the 9th Council, the Financial Audit Report of the 8th Council, the Measures for Forming the 1st Supervisory Board, and the Election Methods for the 9th Council. They also voted to pass the revised draft of the CICES Constitution and the draft membership fee standards for the 9th Council, ultimately electing a 9th Council composed of 150 directors and a 1st Supervisory Board composed of 7 supervisors.

The congress was followed by the 1st Meeting of the 9th Council and the 1st Meeting of the 1st Supervisory Board, as well as the 1st Meeting of the 9th Council's Executive Directors.
